Appraisal forms access on SOAR

Until the point of forms submission, all uploaded documents are confidential only to the SOAR users themselves.  Once submitted for sharing with their appraiser:

• Submitted Forms 1-2 and 3 are visible to the appraiser and appraisee of that appraisal only (i.e. different appraisers past and future cannot see what's been submitted)
• Form 4 is accessible to the appraiser, appraisee, Appraisal Lead and the RO
• Form 7 is accessible to the appraiser, appraisee, Appraisal Lead, the RO, the DME and the EO

The Appraisal Lead and RO have no access to the submitted forms.  They can request access via SOAR but access is granted by the appraisee in question.

The DME and EO have no access to ANY of the appraisal forms, only Form 7.
